PHP Auto Sales and Service

I believe I could have had a relatively okay experience if Lenny Downie had actually provided me with the Vehicle Title that he promised. He showed me the title, but gave some weak excuse why he needed more time to provide it. The title had the previous owners name on it, so it sure seems like Lenny Downie may have sold me a vehicle that he didn't even own. I believe that might be illegal. I don't have the title and am unable to register the vehicle with the DMV. Lenny Downie may be illegally selling vehicles. If you can't get the title when you are prepared to pay for the vehicle, don't buy it. He blocked my calls, never responded to emails/texts and won't open his business door when I've stopped by. WATCH OUT. He doesn't seem to be very truthful.
